23 Division




The design of 23 Division began with the observation that the building comprised three core functions that required physical and visual separation: areas for public-facing engagement, the ‘business end’ of PRP’s work spaces and a functioning cell block. Since these functions are to share a building and require adjacency to at least one of the others, a “three-wing” emerged to accommodate these flows and interfaces.
The public-facing wing commands the primary street face and the surrounding neighborhood, thereby presenting a civic, open and welcoming face to the building’s visitors. The business end of PRP’s reporting, office and support functions is hidden from public view, fluidly connecting the parking facility to a dedicated entrance and façade. The cell block presents yet a third face to the outdoors, fronting onto a staging area and a sallyport. 

Consistent with PRP’s core values, we organized two of these wings internally around a central day-lit garden and stair: a visual orientation point around which the building’s circulation centered; and equally, a physical asset for moments of enjoyment, collaboration and decompression.

Great ventilation, access to circadian daylight, natural, a dynamic set of workspaces that have people moving around throughout the day, and connection to the ravine both indoors and within easy reach—are the main ingredients of a safe, healthy and equitable workplace.

Conceptually, a strong interface between work and nature is provided in the form of a central vertical, day-lit garden and stair—a visual orientation point and resource available to all who work in or visit the building, including multiple adjacent points for respite and collaboration. In addition, a generous outdoor social space fronts the cafeteria and fitness rooms facing the ravine, opposite the public face of 23 Division, thus providing visual privacy and views.

The PRP 23 Division building, in other words, is conceived as a “return to health” of the workplace and community. A place that supports the wellbeing of those within it, to enable them to be effective and healthy, as critical providers of a critical public service.
