Peel Regional Police
Operational Support Facility

The design of the OSF began with the idea that every bureau on every floor should have access to a year-round, interior collaboration garden within walking distance of each desk. The reason these gardens were conceived as interior spaces was to maximize their utility in the context of long winters and inclement weather. Spanning two floors each, these informal work and respite areas are inter-connected by public stairs, to allow occupants to connect to one another not only on their assigned floors, but throughout the building.

Supporting these collaboration gardens and immediately adjacent, seasonal open-air gardens provide fresh air and additional respite when weather permits; when it doesn’t, they will continue to provide visual relief from the adjacent workspaces.
Collectively, these strategies allow us to create a building responsive to three of the six guiding principles identified by the vision session: health & wellness; connected to nature; interconnection & collaboration. Moreover, the distributed
nature of the gardens throughout the building supports two more guiding principles: that of safety & security, by way of privacy from the public realm; and inclusivity and equity, by way of horizontal adjacency and universal accessibility.

The rest of the building is made of program-responsive, equitable work and support modules deployed atop a raised floor
that provides individually “tuneable” air and power throughout the building. Together, these strategies maximize OSF’s
long-term flexibility & adaptability—the sixth and final guiding principle.
